John Meligrana is an Associate Professor of Urban and Regional Planning at 91制片厂. He has been a Registered Professional Planner with the Ontario Professional Planners Institute for over 25 years and is a Full Member of the Canadian Institute of Planners. Throughout his career, he has served as an expert witness before the Toronto Local Appeal Body and has been involved in several planning projects for various municipal and provincial governments as well as community groups. He has served on OPPI Council as the Outreach Director. He has also participated in various municipal committees and task forces, such as the City of Kingston Brownfields Task Force and the Ward Boundary Technical Advisory Committee, providing him with a unique window into the operations of local governments in Ontario. He has also partnered with the Cataraqui Conservation Authority and Frontenac County for student-run projects regarding environmental planning and management. His recently published book, Urban and Regional Planning Law: Field Notes on the Legal and Governmental Process (2025 Northrose) has been adopted as the textbook by several planning schools across Canada.

Research Interests:

John Meligrana has published extensively on local government institutions and how they respond to urban growth and development, especially within the rural-urban fringe. In particular, John is interested in how local governments attempt to change their municipal territorial limits in response to fringe growth and development. Some of his publications can be found in Environmental and Planning A, Urban Studies and Urban History Review. He is also investigating various aspects of environmental management and planning including green infrastructure, municipal responses to climate change and community engagement in environmental issues.
